A requirement of the Construction Permit program is that "Qualified Personnel" complete inspections of construction sites. A "Qualified Person," is defined as a person knowledgeable in the principles and practices of erosion and sediment controls, who possesses the skills to assess conditions at the construction site that could impact stormwater quality; and to assess the effectiveness of any sediment and erosion control measures used to control the quality of stormwater discharge from the construction activity.
Due to the Phase II regulations affecting hundreds of thousands of communities, that now require construction activity programs, there is a great need for education and certification programs to ensure inspections are performed by "Qualified Personnel." |
